Council of Governors appoints three new Non-Executive Directors

Dame June Raine CBE, Kanwaljit (Kenny) Kamal, and Lynne Graham have been appointed as Non-Executive Directors of Oxford University Hospitals NHS Foundation Trust for an initial term of three years each.

The Trust's Council of Governors, which includes elected representatives of the public and staff, approved the appointments at its meeting on 20 October 2025. 

Dame June Raine CBE will join the Trust Board on 1 December 2025, Kenny Kamal will take up his new role on 1 January 2026, and Lynne Graham will join the Board on 1 April 2026.

They will replace three current Non-Executive Directors – Professor Tony Schapira, Katie Kapernaros, and Claire Flint – whose terms of office come to an end on 30 November 2025, 31 December 2025, and 31 March 2026 respectively.

Dame June Raine CBE is replacing Professor Tony Schapira, Kenny Kamal is replacing Katie Kapernaros, and Lynne Graham is replacing Claire Flint on the Board in terms of the skills, knowledge and areas of expertise which they will being to their new roles as OUH Non-Executive Directors.

Dame June Raine is the former Chief Executive of the Medicines and Healthcare products Regulatory Agency (MHRA), where she led the organisation through the UK's regulatory response to the COVID-19 pandemic.

A medical doctor trained in Oxford, with a background in pharmacology and drug safety, Dame June has spent more than four decades in public health and medicines regulation, championing patient involvement and evidence-based innovation.

June said: "I am delighted to be renewing my connections with Oxford and Oxfordshire as a Non-Executive Director at Oxford University Hospitals. My aim is to use my experience in a national leadership role to contribute to the Board’s decision-making and enable this great Foundation Trust to go from strength to strength. I am especially looking forward to meeting the hardworking teams who deliver high quality care to patients living locally and further afield."

Kenny Kamal, who lives locally in Headington, is Global Chief Information Officer at Oxfam International.

He has more than 30 years of global IT and digital leadership experience in large, complex organisations where strong governance, clear strategy and practical delivery make a direct difference to frontline services, including as Director of UK Cyber Security at Microsoft.

Kenny said: “I am delighted to be appointed to serve as a Non-Executive Director of Oxford University Hospitals because the Trust has a central role in maintaining the wellbeing of the community which me and my family rely on. I want to play my part in supporting the people who keep these hospitals running during a period of sustained pressure across the NHS."

Lynne Graham is an experienced Chair, Non-Executive Director and Executive Director at Statutory Board and Executive Board levels. Until retiring from full-time corporate roles, she was Group Human Resources Director at Thames Water and prior to this she was HR Director for companies such as Yodel, British Gas and Eurostar.

Currently she is a Non-Executive Director, Deputy Chair, and Chair of the Remuneration and Nomination Committee at Energy and Utility Skills Group, an industry body that works with member companies, government and regulators to set technical and safety skill standards and promote the sector to attract new talent.

Lynne is also Trustee Director at Norden Farm Arts Centre in Maidenhead, Berkshire. From 2008 to 2013 she was a Non-Executive Director at Berkshire Healthcare NHS Foundation Trust.

Lynne said: "I believe that my experience in creating highly engaged, skilled workforces, representing the diversity of the communities they serve and delivering excellent service outcomes, will be of value given the challenges facing the Trust."

Professor Sir Jonathan Montgomery, Chair of Oxford University Hospitals, said: "I am delighted to welcome June, Kenny, and Lynne to the Trust Board and I look forward to working closely with them when they join us. They will all bring skills, knowledge and wide experience which will strengthen further the Board's leadership."
